Q: i haven't since the new moon has not been cited.

A: I am not fasting either. I hate it when everyone starts on a different day, but here in the US the moon hasn't been cited, so we fast starting tomorrow and are going to pray Taraweeh tonight enshaAllah. I thought about fasting today just in case, but it is forbidden to fast the day before Ramadan's actual day. So I'm just going with whenever they sight the moon, and most likely tonight they will see it. Why does everyone keep saying the moon was sighted? The moon sighting council has not reported anything about a new moon yesterday and they are heading out tonight. Everyone is following Saudi Arabia and Saudi Arabia only said Ramadan was today because it was the end of Sha'ban. Everyone knows you have to sight the moon, North America is unable to even see a moon because of it's position on the horizon. Therefore no, the moon was not sighted in North America or Canada, neither in the Middle East.
