For the 1.3 and 1.2g fireworks, they need a license to set them off because professional pyrotechnicians use them for their big fireworks displays. Legally, they are called 'display fireworks'. The smaller consumer fireworks...the 1.4g, can be used without a license but there are dangers to almost all of those 1.4g fireworks, especially the ones that explode, like bottle rockets, firecrackers, and bombettes as well as firecracker bombs and roman candles. They may need a license. But the trick noisemakers...things like Drop Pops and Booby Traps are less dangerous of the 1.4g fireworks and defintitely do not need a license. Smoke devices....also falling under the 1.4.g class of fireworks....do not need a license.
