A: You could try contacting a ski resort. I now they have to had snow when there is not any or not enough. If they are willing to help, it may cost a pretty penny though. You can also try a ice skating rink. There is alway shaved ice lying around. If you want it to just look like there is snow, you could spread cotton stuffing around or some sort of confetti or glitter. Paper snowflakes in the trees. Make msnowmen out of sand or something. I know that in some areas, there are actually people who go around blowing snow with what looks like a leaf blower, but I am not sure if there is anything in California.
